Emiratisation Milestone: Over 152,000 Emiratis in the Private Sector

18th July 2025

The Ministry of Human Resources and Emiratisation (MoHRE) has announced that as of 30 June 2025, over 152,000 Emiratis are now employed across 29,000 private-sector companies.

This achievement marks the successful completion of the Emiratisation targets set for the first half of the year

What’s Driving This Momentum?

  • The Nafis programme, a government-backed initiative launched in 2021, is being credited for connecting Emirati talent with private-sector opportunities. MoHRE says Nafis has shifted perceptions, making private-sector roles more attractive to nationals

  • Sectoral diversity is growing, with Emiratis taking roles in fields like business services, finance, construction, manufacturing, and beyond.

  • The number of private companies has risen by around 33% in the past year—reflecting a buoyant economy and the growing pool of job opportunities.

The Stakes Are Real: Compliance, Penalties & Incentives

  • Firms with 20–49 employees in 14 key sectors must hire at least one Emirati by year-end, while those with 50+ employees must show a 1% increase in skilled Emiratis by the end of 2025.

  • Non-compliance brings financial penalties—starting 1 July 2025—for companies that fail targets.

  • On the flip side, compliant businesses are rewarded: MoHRE’s Emiratisation Partners Club offers up to 80% discounts on service fees, plus priority access to government procurement.

Why It Matters

  • National Economic Strategy
Integrating citizens into private-sector roles supports the UAE’s goal of a diversified and sustainable economy, making local talent a key contributor rather than a bystander.

  • Business Growth & Competitiveness
Emiratis bring enhanced skills, professionalism, and leadership to the workplace, helping companies build sustainable, efficient and resilient organisations.

  • Cultural Perception Shift
The uptick in Emirati private-sector participation is reshaping cultural attitudes, encouraging more nationals to view these careers as viable and rewarding.

What This Means for You

If your company is nearing:

  • 20 employees: You need to hire at least one Emirati by December.

  • 50+ employees: You must boost your Emirati skilled workforce by 1% this year-otherwise, fines could kick in from 1 July 2025.
